Yes, she did so - before her conversion to Christianity. Did you know that St. Paul, before his repentance and conversion, had Christians persecuted and murdered? He repented and turned his life around. After doing much to spread the Gospel, he himself suffered persecution and martyrdom.
I think that his excuse is probably pointless hatred and bigotry and denial of science. Kim Davis broke the law. If she goes on a diet, do other people have to do the same?
On the matter of the hijab-marriage licences image: It is not illegal to wear a hijab, and the occurence mentioned involved business. It IS illegal to deny marriage licenses, and Kim Davis was denying an actual law rather than corporate policy.
