Biden Gaffe Machine Strikes Again

If any GOP politician said this, his career would be over - and rightly so, in my opinion.  So how, oh how, does the Vice President of the United States get away with saying this?

    I think there's a widespread understanding in DC that Biden's intellect, which was never stellar, has been much damaged by various cerebrovascular episodes. His inappropriate speech and affect and apparent memory or comprehension problems are indicative of impairment in his prefrontal cortex. He has had two surgeries for brain aneurysms, I believe.
